My chargeback experience with Techcombank, Visa and PayPal

So this is my case. I’m pasting my experience here just to share what I went through. Hope it might be useful as a reference should anyone want to find information on this process (I couldn’t). Not that this is definitive though because your experience might be different with different banks, different terms with PayPal in a different countries, and most of all you may read this after PayPal has changed or tightened their process (they do quite frequently).

I bought an item from a random seller through Facebook. I paid using Gift option on PayPal.

Because I was using my Techcombank Visa card, it was considered “international” to the US and the fee was 4%.

The seller sent my item without tracking to the wrong shipping address.

I waited for like 3 months then contacted PayPal regarding a refund using their online form, knowing that my chance was slim.

This was their response.

I then filed a chargeback request to Techcombank using the email Call_Center@techcombank.com.vn
(the email thetindung@techcombank.com.vn may also work).

Techcombank called and emailed me to ask for details of the transaction then filed a chargeback (probably to Visa) on my behalf.

A few days later I received PayPal’s notification of the chargeback

Then, the seller messaged me that he visited his local post office to find that his package had been sitting there for 3 months because it was sent back from the wrong address. The seller offered to send the item again. This was good.

I followed PayPal’s instruction to Cancel the Chargeback.

The issue was I couldn’t find any link for the affidavit. I used their Help link.

then “Contact Us” then “Email us”

and received this error, in spite of the correct Transaction ID.

So I had to play around with other options to send an email to PayPal successfully.

After notifying Techcombank about the chargeback cancellation, I believe that’s it for this transaction.

Key takeaways:

  • PayPal is conflicting itself in its process and instruction. Do I need to fax a written and signed affidavit after all?
  • PayPal is making it complicated to contact them regarding issues. At least, PayPal’s email service is still better than eBay, which totally replaced email and chat support with automated help. (not that eBay chat or email was any effective because my technical problem with creating an eBay account five years ago was received with total apathy and suppressed by the customer support agent.)

In a subsequent transaction, I made sure I used “Goods” option to be protected. The item was sold for $140. I added 4% fee and sent $145.6, the seller in Sweden received $138. So the fee was ultimately $7.6, or 5.22%. I’m lost with PayPal fee here.

I understand that eBay and PayPal can improve their bottom line by cutting customer service cost, but as a customer (mostly buyer) I feel I’m lost when I need help on details.

9,321,085 tương đương khoảng 30.61%, vậy giá trị định giá Techcombank khoảng 30,451,110

Giá OTC của Techcombank đang khoảng 15, giá trị thị trường bằng nửa giá trị mà Masan định giá.

KKR Buys Masan Stake in Biggest Vietnam Private Equity Deal

KKR trả hơn 220.000 đồng cho 1 cổ phiếu Masan Consumer

Masan Consumer sẽ chào bán riêng lẻ 14.444.444 cổ phần cho nhà đầu tư chiến lược; lượng cổ phiếu này tương đương 10% vốn điều lệ sau khi phát hành.

Ngày hôm nay 13/4, theo tin từ Tập đoàn đầu tư Kohlberg Kravis Roberts (KKR), KKR đã ký kết với Tập đoàn Masan về việc sẽ mua số cổ phần trên với giá 159 triệu USD. Đây là khoản đầu tư đầu tiên của KKR tại Việt Nam và là khoản đầu tư thứ 4 tại Đông Nam Á.

Như vậy, qua thương vụ này có thể thấy Masan Consumer được định giá gần 1,6 tỷ USD. Và giá KKR trả cho mỗi cổ phiếu Masan Consumer là hơn 11 USD, tương ứng hơn 220.000 đồng/cp. Trên thị trường OTC, cổ phiếu này hiện ở mức 150.000 đồng/cp.

Hiện tại, vốn điều lệ của Masan Consumer là 1.300 tỷ đồng.

KKR có 3 điều khoản

  1. Masan Consumer (MSC) cam kết P/E 16. Nếu không đạt P/E 16 thì phát hành thêm (hay có thể xem là điều chỉnh giá) cho KKR để P/E bằng 16
  2. Tốc độ tăng trưởng lợi nhuận 2011-2013 đạt IRR 20% (VND) hoặc IRR 15% (USD). Nếu không đạt thì chuyển giao cổ phần MSC của MSN cho KKR
  3. Trong 6 năm kể từ 7 Apr 2011, MSC phải niêm yết sàn nước ngoài. Nếu không thì KKR có quyền chọn bán cổ phiếu MSC lấy MSN. Nếu KKR không thực hiện quyền chọn thì MSN có thể mua lại của KKR (chi tiết xem trang 42).

Forward P/E 2013 VND = 16 * (1 + 20%)^(-3) ~ 9.26

Forward P/E 2013 USD = 16 * (1 + 15%)^(-3) ~ 10.52

Bản chất: KKR kỳ vọng P/E 10.52 sau 3 năm.

(1 + 20%) ^ 6 = 2.99

Bản chất: KKR kỳ vọng MSC tăng trưởng gấp 3 lần sau 6 năm. MSC không đạt thì lấy MSN ra thế.

The two advantages with paying with NganLuong is: (1) condition-free instantaneous (though technically manual) (2) currently free of charge. Technically, certain manual internal processes in NganLuong are required to balance different accounts, but why should users care anyway?!

On a side note, WebSieuThi offers online lottery which is unique to Vietnam e-commerce. When the service launches I’ll update another review.

I have an issue with MobiVi’, Payoo and VTC paygate. My current main bank account is with TienPhongBank. However, neither of them connects to TienPhongBank, nor do they maintain a bank account with the bank.

Here are the steps I need to perform.

Interbank transfer via Internet Banking from my TienPhongBank account to a bank account of MobiVi / Payoo which costs me transaction fee (fixed VND8,800 for TienPhongBank). This goes through the same old interbank transfer channel. The transfer is processed by the staff or MobiVi’ system (hopefully) to my respective wallet.

When I transfer money 4:30pm Friday, I need to wait till Monday for money to come in my wallet.

The problem is solved with Payoo if you have a bank account with the banks in the first list of this link. The problem is also solved with MobiVi’ if you have a bank account with the 5 banks (VIB, Techcombank, Dong A Bank, Lien Viet Bank, Nam A Bank) that MobiVi’ connects core-to-core to. In these two cases, transfer is instantaneous. I am currently not having information on VTC paygate if the transfer to these banks is instantaneous, but my wild guess is not yet.
